They will normally allow you to transfer the booking within a window from when the booking was created.

Royal Caribbean
Royal Caribbean Group allows you to transfer bookings made through their direct channels
(Web, Onboard, Consumer Outreach) to your travel agency up to 30 days from the booking date.
The transfer request must be made outside of final payment period and the booking cannot have been paid off in full.
